Utah HB0381 2026
In the 2026 General Session, the Utah House Bill 381 “Electric Mobility Device Amendments” was passed and signed into law by Governor Cox. This legislation regulates electric motorcycles (ex: surron), electric assisted bikes, electric scooters, and others. It aims to increase safety on highways, and will take effect on 5/6/26. Here are some of the key points of this bill:
- Helmet’s required for riders younger than 21
- “Electric motorcycle” defined as capable of exceeding 20mph on the power of the electric motor alone. Electric Motorcycles have the same requirements as motorcycles, requiring a driver license and motorcycle endorsement, and 16 years old in order to operate on a highway
- Under 8 years old cannot operate electric scooter, bike or other device on a highway
- Ages 8-16 can operate an electric scooter or bike on the highway with adult supervision, and with a completed “personal electric vehicle safety certificate”
- Ages 16 and older can operate an electric scooter of bike on the highway
- Unlawful to consume alcohol and operate an electric assisted bike
- Peace Officer may hold electric bike, motorcycle, or scooter, and release to a parent if the operator has violated the law and is under 18 years of age
